IWEPS’ SERVICE DELIVERY


IWEPS’ appointments are made at the school and parents’ convenience, usually within 7 working days of request or same or next working day in emergencies. Reports are provided within 7 working days. On request, drafts can be provided and any proposed amendments agreed before a final report is issued. Emails are responded to promptly and can be to/from school or private email accounts. Telephone calls are usually answered in person; with a 24/7 answer phone service for messages. Messages are responded to promptly, either same day, next working day if the message is received out of school hours, and to home/mobile numbers in or out of school hours if requested.

FEES

IWEPS has set fees for standard services together with hourly and daily rates for the time of Consultant Psychologists, Specialist Support Advisors and Assistant Psychologists. Hourly and daily rates apply for Consultation, Meeting Attendance and open ended or extended assessment requirements for which clients agree to meet IWEPS fees. There are set fees for most assessments, so clients know exactly what the cost will be. IWEPS welcomes contact to discuss needs and can arrange a consultation, at no charge, to advise how best to address concerns.

Appointments to carry out work will be made to suit the client and will generally be available within 7 days of request, with emergency service involvement the same or next working day.

For work involving written reports, these are provided within 7 days of involvement. Cognitive and Skills Assessment generally takes the equivalent of one full day of a Consultant Psychologist’s time. Further time can be made available for follow up meetings, reviews etc., at the standard hourly rate as required. Intervention and implementation of recommendations from the assessment can be undertaken by IWEPS’ SSA supported by liaison and supervision from the Consultant Psychologist and advice or training can be provided to staff involved, implementation overseen and reviews undertaken etc.


BEHAVIOUR AND LEARNING DIFFICULTIES

Time requirements for assessment of behaviour and learning difficulties are dependent on levels of observation, assessment, reporting, consultation and follow up. The most economical first step in regard to learning and behaviour difficulties is consultation with one of IWEPS Consultant Psychologists and possibly an initial view on such difficulties for individual or groups of pupils, by IWEPS’ Specialist Support Advisor, whose work is supported and supervised by the Consultant Educational Psychologist. The SSA can be briefed on the issues, followed by class/playground /structured/free play observation as appropriate and follow up discussion of observations and recommendations with the teacher. A report can be compiled on request as part of the time allocation, in which case a day of the SSA’s time will be required in total; or if just verbal feedback is required, an initial observation and discussion could be undertaken in half a day of SSA time. If indicated as required by the SSA observation, full educational psychology assessment may be decided upon by the school, or this decision may be reached by school personnel without initial involvement of the SSA. In cases of more complex behaviour, learning or social /emotional concerns, observation and recommendations from a Consultant educational Psychologist may be deemed appropriate on either a half or full day basis. Assessment of suspected Specific, e.g. Dyslexia, or General Learning Difficulties, may take as little as one Consultant Psychologist one day, whereas complex behavioural difficulties may require considerably longer, with a team approach to assessment, followed by reporting, advice and training. For budget purposes, a set amount of time may be requested initially for an overview or to address specific issues, with advice including costs on further assessment/intervention. Again, where written reports are required, time for these to be compiled will be incorporated in advice on time allocation.


SPECIAL EXAMINATION ARRANGEMENTS

Application to all examining boards for special examination arrangements including additional time, reader, scribe, amanuensis and lap top use, requires comprehensive general cognitive and skills assessment detailed above, usually undertaken for the first time at primary school level. At Academy and College level, if relevant recent assessment results are made available and a tight time schedule arranged and orchestrated, it may be possible for as many as 4 to 5 pupils to be assessed for Special Examination Arrangement applications in one day. Where academies and colleges have assessment mechanisms approved by exam boards in place and require oversight of these by an HPC registered or Chartered Psychologist with the British Psychological Society, this is available through IWEPS also at the usual hourly/daily rate rather than per pupil. IWEPS’ SPECIALIST SUPPORT ADVISOR

As well as providing the most economical ‘entry’ point to IWEPS through observation and advice as described above, IWEPS’ Specialist Support Advisor is able to provide excellent follow up to Educational Psychology assessment, being able to support staff in putting recommendations into action within the classroom and across the curriculum. Trained and experienced in advising, devising programmes, assessing and advising on provision to meet assessed needs within learning, social and home environments, training others, providing direct support for children and young people in school and home, including challenges associated with ASD, ADHD, Behaviour and Learning Difficulties both moderate and severe, IWEPS’ Specialist Support Advisor is available to schools, parents and other agencies at weekly, daily and hourly rates.

IWEPS’ SSA can also be extremely valuable in providing locum cover in schools when Specialist Teaching Assistants are absent, when at the same time she would be able, if requested, to advise on support requirements, undertake evaluation and review or advise on/assist with selection and training of new or current support staff.


RESTORATIVE, SOCIAL, REMEDIAL, ACCELERATIVE AND JUST PLAIN FUN
GROUPS FOR PUPILS

IWEPS’ SSA is available to set up and run small groups (4-6 being ideal; but up to 8 by arrangement) for pupils who need just that little extra input which can make huge differences at very little cost. Contact IWEPS for standard fees.


PARENTING AND BEHAVIOUR MANAGEMENT SUPPORT GROUPS

“Positive Parenting” and “Make My Child Behave: Stressed Parents’ Support Group” can be set up and run by IWEPS SSA or a combination of SSA and Consultant Psychologist. Contact IWEPS for standard fees.


REVIEWS OF SPECIAL EDUCATIONAL NEEDS PROVISION

Full and partial reviews of Special Educational Needs provision, inclusive of statistical analysis, interpretation and presentation of outcomes to staff, discussion on ways of moving forward, staff training/reallocation, change management etc.


EDUCATIONAL PSYCHOLOGY SUPPORT

DISCOUNT PLANS FOR SCHOOLS AND CLUSTERS

IWEPS offers three levels of service for individual schools as set out below, all of which reduce IWEPS standard fees, already considerably below market rates both on and off the Island, even further.

DISCOUNT PLAN 1
School agrees it will require £1000 of IWEPS services (of any kind) over a 12 month period. In return, IWEPS agrees to provide those services, plus any additional services, at a saving of 10% on standard fees.

DISCOUNT PLAN 2
School agrees it will require £2000 of IWEPS services (of any kind) over a 12 month period. In return, IWEPS agrees to provide those services, plus any additional services, at a saving of 15% on standard fees.

DISCOUNT PLAN 3
School agrees it will require £3000 of IWEPS services (of any kind) over a 12 month period. In return, IWEPS agrees to provide those services, plus any additional services, at a saving of 20% on standard fees.

Each level of service clearly brings with it increasingly greater savings for the school. During the year, additional services are available to the school at the same discounted rate. In this way, each individual school can decide on the level of provision they require and take advantage of discounted rates. No tie in or commitment from schools as IWEPS believes schools should be free to make the best decisions possible for their pupils and is confident in providing an unbeatable service, not just at the outset, but throughout the year.

CLUSTER BONUS:
It’s nice to get a bonus for working together - we really enjoy working together at IWEPS and recognise all the benefits – even more so for school clusters which see 80% of pupils for their entire school lives - so we are happy to offer a bonus to Clusters to encourage all schools to work together. While each school in a Cluster in which all schools select a support plan with IWEPS, will continue to pay just for the provision it requires, ALL schools within the Cluster will benefit from the greatest saving on fees i.e. 20% discount on all IWEPS fees, irrespective of the level of their own school plan. Additionally, IWEPS will arrange free Cluster meetings for Heads & SENCOs each term (should they wish) and give the schools priority booking for places at IWEPS’ Head Teacher and SENCO get-togethers, meetings and Professional Development seminars throughout the year, all without charge.


Payment Options

Invoices for plans in the amounts agreed can be issued before the end of the financial year 2011-12 for schools wishing to use up surplus funds from this year; the beginning of the new financial year, or can be charged monthly.


Accounting

Services requested by a school drawn against an advance plan payment will be accounted for in a statement issued at the end of the month. No statement will be issued at the end of a month in which no services are delivered. If services in excess of an advance payment plan are requested, these will be invoiced and payment becomes due at the end of the month.


Limited Liability

Assessment, advice, recommendations and training are provided on the basis of the professional qualifications, training and experience of the providers at the time of provision and need to be interpreted and applied with professional care and understanding within that context. Responsibility is limited to provision of the immediate services and does not extend beyond that to what is done or not done with that information and any resultant effects; responsibility for implementation and outcomes is beyond IWEPS’ remit and for which IWEPS cannot be held. Engagement of IWEPS services is purely on the basis of acceptance of these and IWEPS full Terms and Conditions. The Isle of Wight Educational Psychology Service is a Limited Company.

IWEPS professionals are professionally bound to disclose information to relevant authorities if in the course of their work they become aware of or concerned in regard to possible criminal behaviour, neglect or abuse.
